I got 3 players in my main team with outs cap and exp being leg, elite and outs

I normally intend to make 2 captains for 2 different formats to avoid more fatigue hit

Yes, experience counts towards captaincy but no primaries do.

Makes sense to rotate your captains.

It's in "Office" > "My Profile" > "Elections"

I couldn't find it either initially. Would be a nice little touch to have it automatically displayed at voting time somehow.

not really, it is a mixture of two formulas for def and attack
You would need to know ftg/exp/form modifiers
if you had 2 fairly identical players you may be able to get close
