Is this caused by some clubs being too rich? If so, force teams to have a minimum level academy that increases with the highest division their senior teams have achieved (I think the EPL teams are required to have a certain category level academy to ensure senior success now doesn't come at the cost of that developing young talent for the future). This would ensure a greater influx and availability of young talent into FTP. They don't have to develop them if they don't want to.

I am biased because I think the extreme all or nothing approach to Senior vs Youth is a choice, but not one I want to take. I don't mind people choosing it unless it unbalances FTP as a whole, in which case there should be things that encourage, but don't force, players to make different (more balanced) choices or penalise them in some game sense for doing otherwise.

I guess am saying I am opposed to a hard squad limit,, but for some kind of in game "punishment" if it's needed to address a problem.
Over 60 odd seasons of this game there hasn't been a need for teams to have more than 25 players in their squad. Even those who can afford to really don't bother because there's just no game time opportunities to keep experience ticking over, and it starts to hurt training speed
