Bot Flush Changes

Not sure how complex this would be but currently the teams in the higher divisions automatically stay up if there are bots or higher finishing teams moving. With the minimum match ratings, this can have huge consequences for teams that are trying to rebuild and need to go down a division due to this.

So my proposal is that the teams in the high division get put in a group with the 2nd place finishers from the division below and then the teams are ordered based on the rankings with the higher ranked teams staying up and the lower ranked teams going down.
