Nat Managers: configurable permissions for assistants

Version 94 will see the introduction of a page where nat managers can add and remove assistants and also configure which tasks they'd like their assistants to be able to do.
Clicking on 'Add Assistant' or 'edit' will cause the permissions editing page to appear
Most of the permissions are self explanatory. A few extra notes are below:
Assistant can issue and accept challenges: Assistant also sees the 'You have Nat challenges' alert.
Assistant can use the Player Search facility to scout players and view their skills: This will allow nat managers to use their assistants as scouts. An assistant with this permission assigned can see the full skills of all players eligible for the nat team they are assisting.
Once this tool is in place, nat managers will no longer need to contact the admin team to add or remove an assistant.
