Penalties for being in debt

At the moment, the penalties for being in debt are
- a team can't invest in its academies
- a team can't buy players

Within the next couple of seasons, an additional penalty will be implemented as follows
- if a team is in debt following the financial update for 2 consecutive weeks, they will receive an in-game message warning them about their financial situation (and again the following week)
- if a team remains in debt for 4 consecutive weeks, its top waged player will be placed on the transfer market
- the above will happen each week until the team is out of debt
- if the automatic listing of a player causes a team's squad to fall below 12 senior players, a low skilled 'filler' is added to the squad

This change is scheduled for implementation at the end of next season

One reason this change is being implemented is to counter a number of teams that buy up a squad full of players with unsustainable wages and remain competitive for several seasons even if they go deeply into debt.


World Cup qualification requirements
One day leagues to change from a 1 up 1 down to a 2 up 2 down format (ie the top 2 teams in the league promote, the bottom two teams demote)

Nat rankings to change to a simple points based system as follows:
32 rankings points awarded for a win in div 1
16 rankings points awarded for a tie a div 1
8 rankings points awarded for a loss in div 1

16 rankings points awarded for a win in div 2
8 rankings points awarded for a tie a div 2
4 rankings points awarded for a loss in div 2

8 rankings points awarded for a win in div 3
4 rankings points awarded for a tie a div 3
2 rankings points awarded for a loss in div 3
Once the 4 nat tours over a two season period are complete, the top 12 ranked teams only qualify for the world cup. The world cup will consist of two groups of 6 teams. Each team will play all other teams in its group once. Following the group stage, the top 2 teams from each group will progress to the semi final, with the two winning semi final teams progressing to the final.

Nat rankings are reset after the World Cup

Reasoning for this change includes:
- implementation of a visible, easily understandable Nat ranking system
- wins across the whole 2 seasons of qualification are rewarded, as each win earns ranking points that go towards World Cup qualification (ie points accrued during the first tour are just as valuable as points accrued in the final tour)
- Nat teams will have a more compelling reason to bid for tour hosting rights, as there is an advantage in selecting likely pitches for a tour
- Nat teams will have a more compelling reason to try and win non-WC matches (perhaps with the exception of teams that know they have qualified fairly early on)
- A 2 up 2 down promotion/relegation setup provides enough fluidity to make it likely the best 12 teams qualify. 1 up 1 down arguable hampers teams that came a narrow 2nd, or assists teams that finished a 'lucky' 5th

This change is not scheduled to be implemented at least until the end of next season. Nat managers, assistants and community members will be notified well in advance when the qualification cycle is about to begin


T20 world cup
It is likely that a T20 world cup will be held in alternate seasons. The format and qualification process will closely follow the one outlined above (except there are only 2 tours over a 2 season period instead of 4).
